Organizational Reform of Public Institutions by Federal Courts

Since the 1950s Federal Courts have become extensively involved in reform of public institutions response to complaints minority and disadvantaged groups. Many judges, cognizant unusual complex nature their task, chosen novel participatory forms case management. Using literature, this paper tries identify major forces which influence choice, explores conditions under structures may or not be instrumental achieving institutional reform. Toward these ends, we propose several hypotheses as basis for future systematic study development outcomes non-traditional methods
